Executive Board Meeting

The Executive Board of the Kentucky Association of Mapping Professionals (KAMP), meeting via conference call, was called to order by President Michelle Ellington at 11:02 am.

KAMP ANNUAL MEETING
The KAMP Annual Meeting will be held on Monday, 7 July, at 6:00 pm, in conjunction with the Ky GIS conference, at the Marriott Griffin Gate Resort in Lexington. Noting that this Annual Meeting will mark KAMP’s fifth anniversary, President Michelle Ellington reported on arrangements she had made for a group photograph of all the KAMP members in attendance. The photograph will be taken by a professional photographer and reproduced free of charge for all KAMP members as an appropriate anniversary commemorative. President Ellington also offered to prepare an announcement about the anniversary photograph and the drawing for an iPod shuffle for those who become new members or renew their memberships during the Ky GIS conference (approved by the Executive Board on 18 June 2008). President Ellington will circulate a schedule for the KAMP display booth at the Ky GIS conference, and members of the Executive Board are encouraged to volunteer some time to represent KAMP at the booth.
PROFESSIONAL CERTIFICATION
The Executive Board received the recommendations of the KAMP Certification Committee (chaired by Trisha Brush, KAMP President Emerita) that KAMP officially endorse the Geographic Information Systems Professional (GISP) certification administered by the GIS Certification Institute and that KAMP lobby for the passage of Kentucky legislation making the GISP the Commonwealth’s official GIS certification. The Executive Board also heard proposals from members that KAMP pay for GISP certification renewal as a benefit to KAMP members and that KAMP establish reduced membership dues for GISP certificate holders. In light of the upcoming election for a new Executive Board at the Annual Meeting, all of these proposals and recommendations were deferred for consideration by the new Executive Board.
PROFESSIONAL LIAISON WITH KAPS
KAMP President Michelle Ellington urged the KAMP Executive Board to establish a position within the KAMP administrative structure for a representative from the Kentucky Association of Professional Surveyors (KAPS) as a liaison to KAMP. Such a position would be intended to mirror the position established by KAPS for a KAMP representative serving as a liaison to KAPS. The KAMP Executive Board reasserted its desire for closer relations between in the two organizations but expressed concerns about the pragmatic consequences following from the exact form of the relationship. It was agreed that the details of the proposed relationship would be explored in e-mails between members of the Executive Board prior to the Annual Meeting.
[Note by the Secretary: Subsequent e-mails between Executive Board members culminated in a flurry of e-mails on 2 July 2008 in which it was noted that, under the KAPS by-laws, liaisons from KAPS to other organizations become members of the KAPS Board (art V, sec 10, and art VI, sec 1) and officers of KAPS (art V, sec 2), but there is no provision making the liaison from KAMP (or any other organization) a member of the KAPS Board or giving the liaison from KAMP (or any other organization) any position within the KAPS administrative structure. This leaves the exact nature or role of the KAMP liaison to KAPS unclear. In light of this uncertainty, no action was taken at this time concerning either a KAMP liaison to KAPS or a KAPS liaison to KAMP. It was observed, however, that the KAMP President has the power to appoint a KAMP liaison to KAPS who does not thereby become a KAMP officer or a member of the KAMP Executive Board (KAMP Constitution, art V, sec 1).]
The meeting of the Executive Board of the Kentucky Association of Mapping Professionals was adjourned at 11:44 am.
