OPENING
Don Homan called the meeting to order. Mr. Homan thanked Ken Bates and Kentucky State University for hosting the KAMP meeting. Attendees and guests were introduced. Mr. Homan invited all attendees to the ESRI ArcGIS 9.2 roll-out event in Louisville.

SAIC NIMS SUPPORT CENTER INTRODUCTION

Ken Byrd, Program Manager introduced theSAIC NIMS Support Center. He stated that the NIMS Center in Somerset is a partnership between United States Department of Homeland Security and the Eastern Kentucky University Department of Justice and Safety. He stated that the primary mission of the NIMS SC is to support Homeland Security programs by providing technology research and support.

David Garnder, IT Lead, introduced the technological capabilities of the center. He stated that the NIMS SC has the ability to simulate almost any emergency management scenario with computer workstations, communications links, and meeting facilities. He stated that the Emergency Operations Center at NIMS SC can be “scaled up” or “scaled down” to meet the needs of training and simulation required to fulfill the mission of the NIMS SC.

CITY OF NEW YORK OFFICE OF EMERGENCY MANAGEMENT PRESENTATION

Jim McConnell, Director of GIS, of the City of New York Office of Emergency Management gave a presentation on the use of GIS technology in the response and recovery of the terrorist attacks on the World Trade Center in September 2001. He stated that the New York Emergency Operations Center was destroyed with the WTC. He stated that a new GIS center was established and quickly began distributing information to emergency management organizations. He stated that current GIS data sets were collected at the WTC using various methods including manual data entry to aerial thermal imaging. He stated that collecting this GIS data and distributing it in a expedited manner was invaluable to the recovery efforts at the WTC sites. He stated that the GIS products from the Office of Emergency Management were used for Rescue and Recovery, Public Health Management around the site, Human Services, Logistics, Debris Removal, Transportation, and Business Recovery.

SAIC NIMS SUPPORT CENTER PRESENTATION

Mr. Jim Goodson of the NIMS SC gave a presentation on the testing and training capabilities of the NIMS SC in Somerset. He also discussed creation of the “Virtual Community” by the NIMS Integration Center. He stated that NIMS would be creating GIS data for a virtual community to be used in training EOC staff in the integration of GIS data with EOC operations. He stated that the Model City data should be rolled out in the Fall of 2007. He stated that this data will be used to test GIS integration using scenarios in HAZUS and CATS software systems.

LYNN IMAGING PRESENTATION

Trisha Brush introduced Joe Woods of Lynn Imaging. She stated that Lynn Imaging had provided lunch for the presentation. Mr. Woods introduced Frank DeMartino of Canon USA. Mr. DeMartino introduced the new line of large-format printers available from Canon. He stated that Canon printers are now competitive with other large-format printers in quality and price.

SAIC NIMS SUPPORT CENTER VMC PRESENTATION

Charles Baker introduced the development challenges faced by NIMS SC in completing the Virtual Model Community (VMC) task. He stated that NIMS staff will have to be trained in creating comprehensive data sets that are compatible with NIMS systems. He also stated that NIMS staff will require training on the development of a GIS system that will meet the requirements of EOC staff that use NIMS facilities. He stated that NIMS staff will be using ESRI training and ESRI Developer Network Resources to test and develop the VMC system.

CUMBERLAND VALLEY AREA DEVELOPMENT DISTRICT PRESENTATION

Jason Hawkins of the Cumberland Valley Area Development District (CVADD) introduced the use of GIS in their organization. He presented projects that included City of Corbin mapping and mapping of the Kentucky Mountain Trails Adventure Park. He stated that CVADD also supports GIS for Kentucky state transportation projects and Kentucky Infrastructure Authority projects.
