The Kentucky Transportation Cabinet’s Division of Program Management is currently advertising a full-time merit Geoprocessing Specialist I Grade 12 position and a full-time merit Transportation Engineering Technologist I Grade 12 position. Program Management is a division within the Department of Highways which has the responsibility of preparing programming documents for the authorization of state and federal funding. In addition, the Division develops and monitors the Six-Year Highway Plan (SYP), the Statewide Transportation Improvement Program (STIP) documents, and status reports of projects identified in the SYP and STIP. Project data information is maintained within the Oracle SYP Preconstruction Status System, a relational real time database of which project information is provided by each of the 12 KYTC District Offices and the KYTC divisions within the Central Office. Along with the status reports, Program Management is responsible for preparing numerous special ad-hoc reports and various project maps, and Web applications for the display of up-to-date project information for the Cabinet’s project managers and executive staff.
The Geoprocessing Specialist I Grade 12 position will be conducted primarily in an office setting and will have little to no fieldwork involved, and the job duties will include but are not limited to:
• assist in providing user support for GIS and digital map generation applications for the division,
• assist in coordination with other divisions and agencies for integration using relational database systems for various GIS applications for the development and monitoring of projects in the Oracle SYP Precon Status System,
• assist in project analysis/quality control of GIS applications for the division, along with other divisions and agencies, utilizing project data links in the Oracle SYP Precon Status System, the KYTC Enterprise Data Warehouse (TED), the Project Managers Toolbox, and the eMARS Project Authorization and Accounting System,
• work with and utilize ArcGIS, Adobe CS3, and CorelDraw software to create maps and presentations using various databases in conjunction with ArcGIS to assist in analytical tasks and report generation,
• assist in publishing Kentucky’s Six-Year Highway Plan book, and
• create dynamic Web pages using Adobe Dreamweaver.
The Transportation Engineering Technologist I Grade 12 position will be conducted primarily in an office setting and will have little to no fieldwork involved, and the job duties include but are not limited to:
• review the project funding requests documentation for compliance with state and federal regulations, along with learning how to prepare state and federal funding programming documentations for authorization of funding,
• learn how to monitor and track state and federal funding requests,
• attend Six-Year Highway Plan (SYP) project status meetings, bid letting review meetings, and other programming meetings,
• assist in the entry of project data into the Oracle SYP Precon Status System relational real time database for preparing and monitoring the Biennial KYTC SYP,
• assist in project analysis/quality control for the Division and other divisions and agencies, and
• utilize project data links in the Oracle SYP Precon Status System, the KYTC Enterprise Data Warehouse (TED), and the Project Managers Toolbox, the eMARS Project Authorization and Accounting System, and the Federal Management Information System (FMIS), the federal aid accounting system.
